Helpful Information for Identity Theft Victims

Detective Wendy Bynes has investigated numerous cases of identity theft and fraudulent financial activity.  She knows, there is nothing more frustrating to these victims than having to clear their financial good names.  With that in mind, Detective Bynes offers this information for ID theft victims: 

With the ever increasing use of technology, we are seeing an increase in the number of identity thefts. In 2011 there were 11.6 million U.S. adults who were the victims of identity theft. The average victim spent $354 and twelve hours to clear their records and resolve the problem.

Identity thieves will use the victim’s established credit to open new accounts, obtain auto or home loans and sometimes create a criminal record in the victim’s name. (The statistics cited are from the Javelin Strategy & Research “2012 Identity Fraud Report” released in Feb 2012)

Investigating this type of crime is often difficult because banks and other financial institutions will not release the victim’s information without prior written authorization or a court order. As a victim, you will need to provide the investigating law enforcement agency with complete bank/credit account numbers.  You will also need to provide copies of the statements showing the dates and times of the unauthorized charges and which company they were made to.  The sooner the report is filed and the necessary information is provided...the better. If reported soon enough we can sometimes obtain surveillance video from merchants where the fraudulent charges occur.

On February 11, 2013 at approximately 7:30 PM Santa Cruz Police officers responded to a report of a robbery that occurred at a bus stop in the 300 block of Natural Bridges Drive.  Officers contacted the victim (21 year old female UCSC student) who reported being robbed by a person holding a firearm, thought to be a rifle.   The victim was waiting at the bus stop when the suspect appeared from the wooded area behind the bus stop.  The suspect pointed the rifle at the victim and demanded she empty her pockets and hand over the contents.

The victim reported being struck by the suspect in the back of the head with the rifle.  After being hit, the victim ran up Natural Bridges Drive where she flagged down a passing motorist.  While running away she turned back to see the suspect taking her backpack.  The motorist called 9-1-1. 

The victim took note of a white Chrysler PT Cruiser circling the area just prior to the attack. Officers flooded the area and initiated Project R.O.P.E. for the white PT Cruiser.  The search included police K-9’s, and thermal imaging equipment.  The suspect was described as: 
  • White or light skinned male, approximately 5 feet 7 inches with a medium build.
  • Wearing jeans, grey hoodie
  • Red bandana in a triangle covering the suspect’s face 
  • The suspect was further described as having a gruff voice and several days beard growth
The victim was transported to Dominican Hospital for treatment of her head injury.  At approximately 10:30 PM, officers were called back out to Dominican Hospital when doctors discovered the victim had actually sustained a gunshot wound to the head.  The bullet was discovered lodged in the victim’s skull without penetrating the secondary layer.  The bullet was successfully removed by neurosurgeons.  The victim is expected to make a full recovery and is in stable condition.  

Detectives were called out to the scene where an intensive search for evidence was conducted.  The search included a grid search of the wooded area, metal detectors and police K-9’s.  Detectives were back at the scene this morning looking for additional evidence.  They are also interviewing the victim to assess the feasibility of a suspect sketch.  If the victim is able to produce a useful sketch, I will update this release. 

The Santa Cruz Police Department is actively working with officials at UCSC in the course of this investigation to notify students of safety precautions and seek information.

Sketch of Bus Stop Shooting Suspect

Below is a sketch of the suspect that robbed and shot a UCSC student at a bus stop on February 11, 2013.  The sketch was created by our victim and a sketch artist this evening (February 12th).  If you see him or recognize him CALL 9-1-1.  

He is described as a light skinned male, approx 5'7" medium build, with a several day growth of beard.  wearing a grey hoodie, and a red bandana covering his face.  He may be associated with a white Chrysler PT Cruiser.

These suspects are still outstanding in the homicide of Tyler Tenario in 2009.  Detectives continue to develop leads in the whereabouts of both suspects.  We have also tried to gain the cooperation of Mexican authorities to help locate and extradite the suspects.   It is possible both have traveled back and forth between the U.S. and Mexico.

UCSC Rape Suspect

The Santa Cruz Police Department is working closely with the UCSC Police Department to identify and locate the suspect in a Sexual Assault.  The assault occurred on campus Sunday February 17th.  We have posted flyers in the neighborhood and trails leading to campus.  Help us identify and catch this predator! 

The suspect is described as:
  •  White male adult, 30 to 40 years of age, pale colored skin round shaped face,
  • 5'-10" to 5'-11" tall, at least 200 lbs. with a muscular-stocky build 
  • Dark black, medium length hair, green eyes, 
  • Dark black large growth full mustache goatee combination

The Santa Cruz Police Department is announcing a 
$5,000 REWARD 
for information leading to the arrest and conviction of those responsible for each of the following recent crimes:

Homicide of Pauly Silva Case #13S-01203
On February 9, 2013 at approximately 12:30 AM, Mr. Silva was shot during a confrontation that occurred outside The Red and The Red Room bars at Locust St and Cedar St. Mr. Silva was shot several times and pronounced dead at the scene. The police department arrested three individuals on the night of the shooting, but none have been charged at this point.

Robbery and Attempt Homicide of UCSC Student Case #13S-01291
On February 11, 2013 at approximately 7:30 PM, a UCSC student was shot during the course of a robbery while she sat at a bus bench on Natural Bridges Drive near Delaware St. Initially, the victim believed she was hit in the head with the rifle; however, a later medical examination showed she had actually been shot and the bullet was still lodged in her skull. The victim is expected to make a full recovery from her injuries. The victim’s stolen backpack was found near a dumpster on the east side of Santa Cruz. Video footage from the area shows a white or silver Chevy HHR as being associated with the drop off of the backpack. A sketch has been released in this case.

Additionally, a 
$2,500 REWARD 
is being offered for information leading to the arrest and conviction of the responsible suspects in the following case:

Robbery at Food Bin, Case #13S-01348
On February 13, 2013 at approximately 7:30 PM, two masked men entered Food Bin, 1130 Mission Street. One was armed with a rifle while the other armed with a large knife. The suspects ordered everyone to the floor and demanded money. They robbed the business of cash as well as an iPad and iPhone from one of the customers. The suspects also kicked a customer in the face during the course of the robbery.
   
We are committed to solving these crimes and arresting the responsible individuals. Our detectives are working tirelessly on all available leads in these cases. We are hopeful that key pieces of information will come forward.  The police department believes there are individuals who have additional information and might be encouraged by the prospect of a reward.

Money for the rewards comes from a Police Department budget adjustment.  The Police Department does not have money specifically allocated for rewards.

Community members interested in donating to the Police Department’s Community Care Fund and increasing potential reward offerings may do so.

To Fight Back or Not During an Attack? Our Thoughts...

The question is often posed to the police department, “Do you recommend people fight back during an attack?”  This is a complex question that cannot be answered with a simple “yes” or “no” response.  

This morning's edition of The Sentinel had a line in their article that indicated "police" do not recommend people fight back.  While the comment was not specifically attributed to Santa Cruz PD, in light of the comment in the article and the circumstances of yesterday’s attack, we wanted to make our position clear on this matter.   

Here are our thoughts on this question:

The decision to fight back or not is a deeply personal one that can only be made by the person experiencing the attack.  There is not one universal answer for all people in all situations.  Each person has a different comfort level with their own capabilities to resist or survive an attack.  Each set of circumstances is different and poses unique challenges.We do recommend prioritizing your decision in this way:

  1. Survive the attack.  Above all, do what you have to do to survive, and minimize harm to yourself
  2. Escape harm.  Get yourself out of harms-way as soon as the opportunity presents itself.
  3. Observe.  Finally, be a good witness.  Give the police the information they need to identify a suspect and put together a good case for prosecution. 

 When considering whether to “fight back” consider these points:

  • What are the risks and potential harm of fighting versus the risk and harm of cooperating? 
  • What are your capabilities and comfort with your fighting skills?  What are you prepared to do?
  • What are the suspect’s capabilities?  Are you overpowered or outnumbered? Are they armed or could they disarm you? 

These are decisions that only the person involved in the attack, in the moment can make.  While we wish no one had to experience an attack, the fact is, there are people out there intent on doing harm in our community.  We encourage you to think about these points and consider what you would do if you found yourself in this situation. 
 
Know that the men and women of the Santa Cruz Police Department are working tirelessly to keep our community safe and to solve the crimes that have occurred.

$250,000 Warrant for Home Invasion Robbery Suspect

The Santa Cruz Police Department has obtained an arrest warrant for the second suspect in a home invasion robbery that occurred on February 20, 2013 in the 500 block of Poplar Ave.  The suspect has been identified as:

Esteban Lopez – 22 Years Old
Hispanic Male Adult
5 feet 7 inches - 130 lbs
Santa Cruz Resident

Mr. Lopez fled the scene of the crime and was not located on the night of this incident.  In addition to other follow up work on this case, detectives have been attempting to track down Mr. Lopez over the past 2 days.  His whereabouts are currently not known.  He has not been seen at his home, work, or frequented locations. 

The bail amount on the warrant is $250,000, with charges including (1) Robbery, (2) False Imprisonment, (3) Burglary, and (4) Assault with a Deadly Weapon.  Mr. Lopez is a confirmed “Beach Flats Sureno” gang member with an extensive history of law enforcement contact, including weapons and narcotics violations. 

Anyone with information about Mr. Lopez’s whereabouts is encouraged to call 9-1-1.

While we are overcome with sadness, we have been greatly comforted and cared for by our community and our brothers and sisters in law enforcement.  We are also extremely proud of these officers and all the men and women of the Santa Cruz Police Department. We will have more to say in the future, but now is a time to grieve and support each other.

Purple Heart Medal Left for Fallen Officers

Purple Heart Medal Left by Unidentified Soldier

On Thursday we discovered a very touching and honoring gift left at the memorial for our officers.  Pinned to a small teddy bear was an actual Purple Heart medal.  The medal was left by a soldier who earned it while risking their life and being wounded in battle defending our freedom.  

This is no small gift.  The immense sacrifice of this unidentified soldier is represented in this medal they earned.  The heroism and courage brought forth to earn this medal is deeply understood by the members of our police department.  The words escape us to adequately describe how honored we are that you would choose these officers to offer this gift.  We retrieved the medal and will store it safely for our officers’ families. 

In an anonymous message we learned the meaning behind the gift.  The message read:

The teddy bear reflects the love of our community for the police and all the work they endure during their shifts, the red ribbon reflects the precious blood shed in the line of duty, the Purple Heart is for the sacrifice above and beyond the call of duty, when one loses their life for the protection of others and the greater good.  I know you will understand. 

Whoever you are, we know you are a Sentry watching over our City, State and Country…and you too are worthy of honor.

Alternate Site to See Memorial and Transportation

The Santa Cruz Police Department recognizes the change in venue for the Memorial Service honoring Sergeant Butch Baker and Officer Elizabeth Butler has created challenges for some members of the community.   To help mitigate this, we have developed alternative viewing opportunities and transportation options:

Live feed of the service:

Kaiser Permanente Arena (Home of the Santa Cruz Warriors)
140 Front Street
Memorial Service starts at 12:00 Noon. 
Doors open time to be announced
 
There will be no tickets and seating will be on a first-come, first-served basis.

In addition, Community TV and local television networks have said they will carry the procession and service on their stations. KSBW has indicated they will stream the service live on their Website.  

The second local viewing opportunity will be of the memorial procession to the HP Pavilion, by Santa Cruz County agencies that include criminal justice agencies, fire and EMS.  The procession is scheduled to depart at 8:45 AM and travel up Ocean Street from the beach area, onto Highway 17.  The procession will travel over Highway 17 and may be joined by other agencies in Santa Clara County.   

Limited transportation will be provided by the City of Santa Cruz via Metro buses to the HP Pavilion.  Transportation will be offered for those who want to attend but could not otherwise transport themselves.  Further details will follow on how to access this transportation option. 

We are also calling on and encouraging service organizations, neighborhood groups and our faith community to organize carpooling of their memberships. 

While the change in venue poses challenges, it provides benefits that far outweigh the difficulties.  The Baker and Butler families issued a statement saying, “We are extremely pleased we were able to locate a venue that would allow all supporters to have an opportunity to honor these officers together under one roof” 

“We are humbled by the number of people that want to come together and honor our fallen heroes” Police Chief Kevin Vogel said. “We all wish we had the local capacity to serve the thousands of people throughout the country that have said they want to attend. This simply wasn’t possible, so we’re asking that people either commit to driving less than a mile for every year that Butch and Elizabeth served our community and join us at the HP Pavilion or participate in the simulcast at the Kaiser Permanente Arena. These past few days have been very difficult and organizing a memorial that honors Butch and Elizabeth and accommodates the large-scale interest has been challenging. But we are pleased to offer a local option as well.”

Please note that the local viewing at the Arena and the memorial procession will cause some traffic delays. Our department will provide additional traffic impact information in the coming days.


James Durbin to Honor Fallen Officers

At the request of the families, James Durbin will be performing one song at the Memorial Service on Thursday March 7th.  James is just another example of the local community coming together to honor our fallen officers.   We are looking forward to the community joining with us at the HP Pavilion to share this experience together.  A Heartfelt "Thank You" to James...we feel honored by your gift.

Scholarship Fundraiser at Derby Girls Tonight

We are touched by all the fundraisers taking place to support to Sergeant Butch Baker and Detective Elizabeth Butler Scholarship fund.  We are grateful for all the effort and to those who have given.  

Here is another in a series of unique fundraising ideas

Timerie Gordon has developed the unique I Heart Cops shirts and hats.  She has women's ribbed tank, shirts and hats at the ready.  

She will have them available at the Derby Girls Bout tonight at the Kaiser Permanente Arena.  She came up with the idea and went to work.  Timerie writes:

When I first thought of it, I reached out to Philip Mekis of Sun Shops Inc. and sent him the draft concept. He contacted a graphics person he knows (Sandra Tam) to refine it, and provided their resources for me to procure the merchandise quickly. I then reached out to Cadillac Designs who donated printing the hats and decals and Cattos Graphics who donated printing the t-shirts.

Thanks to everyone!  Cant wait to sport mine around town.  We cant say enough about all the support and

Burglary Suspect Arrested

Remember This Guy????



We posted these pictures taken from a surveillance camera in January.  

Detectives were hot on his trail prior to the tragic shooting of Sergeant Butch Baker and Detective Elizabeth Butler.  Monday, they picked up the case and continued their pursuit.

Working through their informants, the trail led to Mr. Russo’s motel room at the Beachway Inn motel, at 619 Riverside Ave.  There, they found Mr. Russo and tons of stolen property, including the computer server shown in the picture.  Other stolen property included laptops, hard drives, women’s clothing & shoes, vinyl LP albums, and sports cards.  Mr. Russo is tied to a number of burglaries in Santa Cruz, and others throughout the Monterey Bay area.  We are still sorting through the stolen property to identify owners and open cases throughout the area.

Mr. Russo has a 22 page rap sheet mostly for numerous burglary, narcotics and stolen property arrests.  Mr. Russo admitted to our Detectives that he frequently sold the stolen property at the flea market.

Wow!!!  What a great night with the Santa Cruz Warriors. 
 

The Santa Cruz Warriors honored the memory of Santa Cruz Police Department Sergeant Butch Baker and Officer Elizabeth Butler with an amazing halftime tribute.  Jerseys were unveiled with their name and badge number and placed in the highest location inside the Kaiser Permanente Arena as a lasting tribute.  



In addition to the Santa Cruz Police Department, the Warriors honored all public safety with representatives on hand from the Santa Cruz County Sheriff’s Office, California Highway Patrol, Capitola Police Department, Watsonville Police Department, Santa Cruz Fire Department, and Santa Cruz Regional 911.  



Thanks to the generosity of the Santa Cruz Warriors and local realtor Paul Locatelli, 400 tickets were sponsored for public safety personnel and their families to attend the game.  Families of Sergeant Baker and Officer Butler were treated to courtside seats for the game. 




The Warriors players stepped up too with a hard-fought come from behind victory to seal the perfect night!

We are overwhelmed by the support, love and caring shown by our community during these tough times.  Last night’s events will go a long way in the recovery and healing process.  We can't thank you all enough!!

Taking a Stand to End Gun Violence

Thursday March 28th is National Demand Action to End Gun Violence Day. Gun violence has affected far too many of us in the greater Santa Cruz area.  The murder of Sergeant Butch Baker and Officer Elizabeth Butler bring focus back on those who should be prohibited from owning or possessing firearms. 

The Santa Cruz Police Department is thankful for the people who work to keep guns out of the hands of those who intend harm and for those who work to promote responsible gun ownership. 

Bringing attention to this important issue locally is Shari Larouche.  She will have a table near Pacific and Cooper Street after 5 PM Thursday night.  Stop by and show your support as we move forward as a community.  Thank you Shari !!  


A Poem to Honor Butch and Beth by Ted Rossiter

Ted Rossiter works for the Information Technology Division within the City of Santa Cruz Administrative Services Department.  Ted has been a friend and supporter of the Santa Cruz Police Department for a long time.  Following the tragic and unexpected loss of Butch and Beth on February 26th and after sitting near SCPD staff at the memorial service at HP Pavilion on March 7th, Ted was inspired to write a poem and share it with me.  I was so touched by Ted's poem that I have decided to share it on our blog.  Please take the time to read it.  I think you will find it to be a tremendously inspiring poem written by a good friend.  Thank you Ted!
